Are file ids globally unique across accounts & namespaces?

I saw this post but didn't see a resolution to the question though. Is there a guarantee the ID for a file/folder is unique across accounts & namespaces?

    Yes, file IDs are unique across accounts & namespaces. The file ID for a file will not be the same for any other file in another account/namespace.

    Yes, file IDs are unique across accounts & namespaces. The file ID for a file will not be the same for any other file in another account/namespace.
