I don't want for offline only files to copy to my hard drive when accessing it.

Hello -- when I have smart-sync set to have files  "offine only"  when that file is fetched,  the dropbox app  copies it to the computer hard drive  so the program accessing it. ie word for a *.doc file. 

 

It seems then that file remains on the hard drive --- how to I get it back to dropbox.com

    You need to manually reset it to 'online only'. 

     

    That isn't done automatically I'm afraid.
