I made a folder inside of a folder. How can I move that folder out?

I made a folder inside of a folder.  How do I take that folder out so it can stand alone?  I followed the advice online and I was not able to "move" the file as suggested.  I also tried to drag the file out and I received an error message stating that I was not able to do so.  Please advise.

    Can you clarify where you’re having trouble exactly when following the steps to move the folder out here? 

     

    Is the parent folder you created this folder into shared or a personal folder of yours?
