Make available off line doesn't do anything (v 191.4.4995 FileProvider macOS 23D56)
one job to do. Literally does nothing when I try to force it to download all selected folders that haven't downloaded

Is the application syncing files (additions/edits/deletions) otherwise?
What's the sync status when you hover over the Dropbox icon?
Let me know and we'll go from there.

yes it's syncing deletions and other stuff. Menu bar is idle and says Up to Date

I've worked around this by attempting to copy all the files to an external disk and then they are downloaded

That's for the update, Dave, that's pretty strange indeed.
Have you restarted your computer since you first noticed this?
Try quitting the Dropbox app and relaunching it, to see if that helps as well.
