Dropbox says I'm using 2.33GB, but my device shows I'm using 184MB.
Dropbox says I'm using 2.33 of my 2 Gb storage. My computer shows I'm using 184 Mb. Huge difference! But I cannot upload any new files because I'm "over the limit."

It seems that there are some backups in your account that are taking up the mentioned space.
Could you have a look at your backups page and let us know if that's the case?
If so, you can delete them to make up some space.

I deleted the files I don't want. Told me I had to go to backup settings, which I couldn't get to. Except now these files are showing in the Deleted folder, which will, it seems, be permanently deleted in 30 days. Will that solve the problem?

Files in the Deleted Files folder don't take up space in your account. Permanently deleting them won't change your space usage as the space they once used has already been reclaimed.
Can you provide a new screenshot of the space usage on your Plan page, as well as one from your Backups page, please? Be sure to mask any private information if any is visible.
