Could you please clarify what is your account's plan tab showing in regards to your quota?
As for your other questions, could you elaborate a tad as I'm not quite sure I understood correctly?

I've deleted photos as instructed to make space but still saying I need to upgrade all my old emails which were in Dropbox are now showing in my primary emails don't know what's going on only deleted some photos not my emails were can I store these to keep them safe unable to send you screenshot as I don't know how to do it .

Did you check the plan page as Walter suggested? Did you have any issues accessing by any chance?
I assume when you mention that there's nothing in your Dropbox account, you've also checked your Backups to make sure the feature isn't enabled, right?
