No actual way of contacting DropBox?
I do not understand how support@dropbox.com no longer functions as an actual support inbox anymore, and even more confused there is seriously no way of contacting Dropbox customer service. What are people expected to do? How ridiculous, especially when you get charged $200 and can't even speak to someone or ask a question in real time.

That email never has worked as a support inbox. It has always been via a contact form at www.dropbox.com/support.

Yes you can. All paying users get paid for support at the above link. HOWEVER if you are not seeing it then the account you are currently logged in to is NOT the upgraded account. Use https://help.dropbox.com/billing/find-credit-card-charge to work out which account you upgraded and use that one for help or go to the support page while not logged in - use an incognito window.
