Dropbox desktop downloads but will not run.

When clicked there is a very brief progress indicator then nothing. I have never been able to make it run since I moved into this PC. It never really bothered me because I use the web access anyway. I thought I would try Dropbox Backup so I decided to try and give it another go. I do show "Dropbox Service" open in Task Manager. I looked around for a similar problem but none I found were quite what I have.
