I have this same problem. Ever since I updated to Ventura 13.3.1, Dropbox just shows "Starting ..." and the drive keeps spinning until (hours later) I get tired of it and quit Dropbox. When it's showing "starting …" other apps won't run, presumably because I have ALL my files in Dropbox.
I have restarted the computer a couple of times, uninstalled Dropbox and re-installed, all with no effect.
I'm on a MacBookPro 13-inch, 2020, 4 ports.
Would really appreciate some help. I can't work!

Now, let's jump straight into this, and check a few things. Can you check the app's precise syncing status, along with the version you're using, and let me know more? You can find the version by hovering your mouse over the little Dropbox icon, on your menu bar, next to your WiFi.
Also, how long is the app stuck in this starting limbo?
