New computer - want to download the hierarchy without syncing all of the content
I thought there was a way to do this without syncing EVERYTHING first and THEN turning off folders to not sync in the future but I can't figure it out. I'm good with leaving almost ALL of my 1.2 TB of data in the cloud, but I'd like to have my folder structure all listed on the local computer where I can then browse and pull from the cloud as necessary.

When you initially installed the Dropbox application on your computer, during the setup process, did the app ask you if you want to sync your files as online-only or available offline?
What's your computer's OS ad version?
And is the application currently trying to sync all your files as available offline?
