I have two Dropbox accounts and questions

One I never use but it seems to be my main account when I log in to DBox. Can I make the other account, where I have all my files, my main account, then delete the other one?

    Yes you can 🙂

Although it may be easier (if space on the old account is not much less/the same as the other one) to just delete the account you arent using via www.dropbox.com/account and then when that happens log on to the account you have now (i.e. the original one) and change the email to the address that was on the old account
