Access to files in deleted accpounts
If an employee has created a shared folder and then the employee leaves the company, and their Dropbox account is deleted, do the remaining employees with whom the files are shared still have access to the files in the folder?

Correct. During the process of removing a team member, the team admin is asked if they want to transfer the member's files to another member and they can chose to transfer now or transfer later.

They would be part of the business team.

If they're part of the team, and they were deleted from the team, if the team admin transfers the file to another user, then shared folder ownership would also be transferred to the new user.

So just to confirm the files are not deleted when the account is deleted. Ownership of them can be given to another member after the fact.

Yes, as Rich says, files can be transferred, however, the transfer needs to be done either at the time of the deletion, or within your version history limit, after which the files would be unrecoverable.
Note that not all access or features are transferred during the process, which my previous article can point out, namely shared links, previous file versions, and so on.
