I can't delete my Dropbox account
I'm trying to delete my Dropbox account. I only got it to receive a client file and it didnt work. It says I'm on a basic account but I had to put in my credit card details.

The message you saw is mentioning the possibility that you might have a paid plan, not that you had one on your account.
To delete your account entirely, you can follow these steps.
