I have 2 accounts , basic and Pro (plus)
one is an annual and the other is monthly
The monthly one is the basic one.
I cannot find a button or tab in the plan page for downloading the invoice - the annual one has a billing tab (pro (plus))
The basic (monthly) one does not have a billing tab

Basic accounts are free, and thus have no billing, so the Billing tab is not available.

While that's true, the fomer name of a Plus account was Pro (not Professional, just Pro). People that refer to their accounts as Pro are usually the ones that started on a Pro account and are actually referring to a Plus account, especially when they list it as the OP did in this case; Pro (plus).
We have only one account, last years invoice is visible but none for 2019!
Could it be that you're looking at a downgraded account @bmlf ?
