How can I advise Drop box to re try the credit card they already have on file?

Hey there Kathy, this is done automatically by our system as it's designed to attempt to re-bill you for several times before actually downgrading you (in case of a declined payment that is). 

In any case, should you need to update your billing information, visit your account settings here: https://www.dropbox.com/billing_info
