I bought a new Surface Pro 9 tablet today and am trying to install the dropbox desktop app on it. It keeps coming up with an error that the version is incompatible and to download dropbox s. I upgraded to windows 11 pro and am still having issues.
Dropbox desktop application support ARM Hardware only for Mac by now out of all supported platform, unfortunately. You are trying to run the application on Windows and running ARM in fact. That's where your issue comes from. Let's hope Dropbox will change their mind related to ARM support.

Does the same issue with Dropbox exist when using the Surface Pro 9 with the intel chip?
No, Intel/AMD chips are supported on all OS platforms Dropbox declare support on (Mac,Linux,Windows). ARM chips are supported on Mac only (despite of many requests for such feature, started long time ago - before 2015). Other hardware platforms are unsupported by Dropbox at all yet.
