Let me know how to stop mirroring my Dropbox with my laptop

What do you mean by mirroring? Syncing? Backing up your documents and downloads?

I am practically out of hard disk space

I believe cause my Dropbox us mirroring or syncing everything to my hard drive

I turned on smart sync but that doesn't seem to be working

It sounds like you might have enabled our Computer backup feature on your end. You can see how to disable it right here.
