Sync Icons For New Mac Setup

I'm confused about the sync icons in the "new" Dropbox Mac setup (Dropbox folder in ~/Library/CloudStorage). For offline files, there appear to be three possible situations:

 

1) Cloud with down arrow.
2) Cloud without down arrow.
3) No icon. (This is what appears after I create or update a file.)

 

What is the meaning of each of these?

What do Dropbox user levels mean?
