I am trying to run Quickbooks from multiple locations at different times, but, keep getting conflicted copies of files showing up. Is there a way to limit files or folders so only one pc can have it open at a time so i can prevent this? Mostly so i can do billing and paperwork at home but can do it on site from my laptop if I need to look up a customers billing information or balance.

No, there isnt, sorry

The simplest way to do this is make sure that you give Dropbox time to upload and download before opening it - i.e. that the file has a green tick.
