Can I see through the admin console if a team member is using a file?

With the admin console will i be able ot see of another team member is currenlty using/has open a shared file?

No.

If multiple people open the same Office file, then the Dropbox badge, if in use, will alert each person that someone else has it open, but there's no way, even as an admin, to monitor file usage in real-time. You can use the Activity log to see what they've done, however.
