Can't view the shared link

I have received multiple shared links from this person before and never had an issue. An error comes up (   Can’t open 23-022330 Patrolling WI. Ask your admin for access.) I am unsure how to resolve this issue. Any help would be great. Thank you!

Is this user part of a Dropbox Business team by any chance? 

Are you part of a team, and they have instead sent you an invite to a shared folder?

Are they part of a team, which could require you to join their team in order to view what is on that shared link?
