Error 400 when accessing a shared link

Hello when i try to download this link [link removed] its always saying 'error 400" can someone help me to understand why? thanks

The URL is not formatted correctly. Where it says & it should just say & before the dl.

Change this:

?rlkey=in2bo5bo9dxt506q69nz7d93i&dl=0

To this:

?rlkey=in2bo5bo9dxt506q69nz7d93i&dl=0

And it will work.
