Ed again here. It looks like this is only available if you're signed in from a Business account. I tried to change ownership in a doc in my personal account and it's not available.
Hope it sheds some light.

Shame because I need this to transfer my Paper documents from my personal account to my Team account, otherwise I have to keep swapping profiles or share everything with the other, which is dumb.
Transfer of ownership should be possible.
Let us know if you figure this out, I'm having the exact problem you are where I'm given "can edit" and "can comment" but no "make owner" in my paper docs.
