"Can View" setting changes to "Can Edit"

"Can View" setting changes to "Can Edit"

Explorer | Level 3

I keep changing the button on the folders to "can view" and when I go back again it says "can edit".  The "save" button doesn't seem to  be functioning when I reset the settings.  How do I do this?
