If I delete a file online, then sync with my dropbox folder on my pc, will it go back into the "cloud" online?  Also, how is the mobile app related to online and my pc folder?

If you delete a file online, when your computer syncs the file will be deleted from the computer as well. The mobile apps don't sync like the desktop clients do. Instead, they just show you a list of the files in your account, and allow you to upload and download files as needed. There are other features as well (automatic camera upload, document scanning, etc.), but that's the basic idea.
