Would you mind clarifying why you can't use the free space you have on your Dropbox account?
Are you seeing some kind of error message, when trying to upload files perhaps?
Also, about the video you mentioned, do you remember when it was deleted? If it's been up to 30 days, you can find and restore it
here.
