I have a folder that was deleted, over 30 days ago, how can I get that folder back, can I initiate a service ticket? Would Dropbox rewind work?

I'm sorry to ask, but what plan are you on currently and when was the folder deleted? Can you locate the deletion event in your account's events page perhaps?
I'm not sure if you're aware, but Dropbox Basic and Plus accounts can recover any file edits or deletions made within the last 30 days while this extends to 180 days for the Professional and Business plans.
As for our Rewind feature, note that this is a tool that lets you undo a large number of changes at once while it’s most useful when a major data-loss incident occurs, like if a virus infects your account. Currently, this feature is available to Dropbox Plus, Professional, and Business accounts.
NOTE: If those deletions took place outside your account's recovery window, upgrading to an account with larger recovery window won't help in restoring this folder as your new version history will start at the date you upgrade and won't work retrospectively.

Thank you for your help. My version is Dropbox basic. I can view the folder and files on the events page. The deletion occured on 5/18 what are the next steps to recover from the events page?

As we know in a basic plan you can retrieve back your deleted files or edited from the trash within the last 30 days. So you have passed almost about 30 days. So it nearly impossible to restore, but as you said you can see folder and files in events page then right-click on that files and check if any option occurs to restore, then proceed further. Otherwise, it could not be possible to recover those data from Dropbox.
