Shared Excel Document

I have shared an Excel Spreadsheet that multiple people edit, today I shared with a new user, when they open the file, the only option they have is open with excel for web, which does not allow them to edit.

Could you please clarify what device they're on and if they have the same version of Excel installed as you? 

Are they able to download the file and work on it locally on their device?

Also, are you all part of the same team account or are you working with individual accounts?

Any additional information is more than welcome!
