I have a shared folder where several team members have the ability to edit. When members try to move files within the shared folder, they keep getting a message saying their dropbox is full and they cannot move files. Please help!
Shared folders use up the quota of everybody within it. There is not a work around for this - if they need edit access they need enough quota within their account to access it so may need to upgrade.
If, however, they dont need edit access consider sending a read only shared link instead.

I have 2TB space in dropbox, very little used, and the person (with a free dropbox account) trying to load files into a folder i shared with them still gets the "Your dropbox is full" message and can't upload anything. Shouldn't they be able to upload to our folder using my allotted space?

No @WylzC because as I said every person in a shared folder uses up that quota - your paid upgrades do not benefit anybody else I'm afraid.
