I have and have had a free dropbox account for a LOT of years now. Usually only use it to share a particular file, or, perhaps, a folder with a group of pictures like from a vacation or something.
I would have sworn that in the past (distant past?) I could change the permission for someone, or everyone, to add or delete items in a folder, but can NOT find that option with the new web interface (horrible, just show me the dang files, I don't use dropbox as a social media, comments, etc.).
Has this option been removed from free accounts? I see there are all sorts of accounts now, business, pro, teams, whatever, and have little use for all that (obviously), is this doable at all any more?

You can still change the sharing permission of users from the website by following these steps.
If you're having trouble doing so, could you send me a screenshot of the options you do see when you hover over the shared folder in question?

Thanks for the reply. Here's a screenshot of what I see when I just hover. Nothing about Share comes up when I hover.

Too bad this article already referred to https://help.dropbox.com/files-folders/share/folder-view-only-permissions is WRONG.
Wish there was a way to just add them as shared without sending an email from/via dropbox, I'd much prefer to send my own email with a link to accomplish it.

What is the browser you are using? Seems Dropbox have different styling for it and that's why 'Share' doesn't appear. Most probably the icon bringing up at rightmost side of the highlighted line is like a visual replacement of 'Share' button. Inconsistency in Dropbox styling. 🤷
In all case you can access 'Share' feature as a command from the ellipsis menu of the highlighted line/entry. Don't use right click! 👆 Dropbox doesn't use it. In such a way you can fall in some confusion, at most (as seems you do already).
Once you click on ellipsis and select 'Share' from the popup menu:
.... you get in a dialog with little bit changed layout (where you confusion comes from, most probably):
Here you can select desired access for a new participant, if you want to add one (one or more). If there are participants and you want change the access grants to them, select the link "X people have access" at the top (just below the file/folder name), where 'X' is the paticipants count (including you). The dialog layout changes to a list of all participants, together with their access (some time ago all this was one view; don't ask me why has been changed):
Now you can manage the access granted to everyone with corresponding associated dropdown menu (including transfer ownership):
Some more options could be accessed using the gear icon on top right corner.
