Will upgrading my plan allow me to access file history from 2 months ago.

An important file I have synced incorrectly sometime last month. I did not realize the error until now, and so the only versions I can roll back to are already corrupted.

If I upgrade my plan to a more expensive one, will it give me access to the older versions, or does dropbox only hold onto the data for more than a month if you already have a premium plan with them?

No. Upgrading now will not extend the recover period. Upgrading after the fact will only apply the longer recovery period to files deleted or modified after the upgrade.
