i have Dropbox basic , how can i restore files on Dropbox  while the restore date has been passed (30 days) 😞  ...... please any help

I'm afraid that it's not possible. Once a file is beyond your recovery period, it's not possible to restore it.

even if i upgrade to a higher plan ?

Correct, upgrading now will not help. If it's beyond the recovery date, then the file is already gone. If you were to upgrade now, only files deleted after the upgrade would have the extended recovery period.

Yes, it is not possible now, at all, to recover those files. Upgrades do not work retroactively I'm afraid
