My account says disabled if I try to reset the password, I’ve been unable to login and I’m not sure why this has been an on going issue and I can’t figure out of to submit a ticket to real people or contact real person support even when I log into a account and go to support. I’m still getting billed for the account that I can’t even login to!!!!

The best route would indeed be to get in contact with our Support team.
To do so, please visit this page via an incognito window (so you're signed out of Dropbox online), and fill in the relevant info under "Submit a help request".
You can then let me know the ticket number (eg. #1234567) you receive, so that I can pass along the info you provided here already.
