I can't log in to my account because it was set up under [personal information removed per the Community's Guidelines] which I can no longer access, so therefore I cant reset my password that I've forgotten.

Unfortunately, you'll need to gain access to the email account in order to receive the reset information for your Dropbox account. Without it, or without an active device already linked to your account, it won't be possible to gain access to the account.
