For some unknown reason I have 2 Dropbox accounts. The one associated with an old email address has a 2 TB upgrade. The one I actually use is associated with my new email addess and is just a basic account and it is full. How do I get rid of the old account but keep the upgrade which is paid for?

There's no way to transfer a paid upgrade from one account to another. The only way to accomplish what you need is to swap the email addresses on the accounts so your new email address is on the paid account. You'll need a third email address to do this.
