My account was recently downgraded from business account to a personal account. I now can see only billing history to Octobel 2017. Over three years of invoices have dissappeared. How can I get those invoices?

I would suggest getting in touch with our Support team to see if they can assist with you with this.
You can submit a ticket with the billing team from this page, by filling in the "Submit a help request" while signed into your associated Dropbox account.
If you'd like to, you can let me know the ticket number (eg. #1234567) so I can pass along the info you provided here too.
