Dropbox is NOT almost full

I have seen a quite a few posts about this and I have tried everything I have seen on here. It is saying on my account page that I am using 8.88 GB of 9.38 GB. I have deleted everything from the shared folders & files.  I am only using 1.64 GB. I've been getting these messages to Upgrade for over a week. Very frustrating.

Hey there, @ddschneider1972 !
 
As a first step, could you please check how much storage your Plan tab is reporting as being available, and how much is being used up by regular and shared content?
 
If you’re seeing this on the desktop app or the mobile app, could you also ensure that you’re signed in to the same Dropbox account associated with the same email address on the website and any other connected devices that have the apps installed?

That "using 8.88 GB of 9.38 GB" was copied and pasted from the website.

The desktop app icon and phone app say 94.7% of 9.4GB

When I go to my dropbox folder properties on my computer, it says 1.64 GB.

When I look at individual folders on dropbox.com, (since It doesn't give the size of folders) the files seem to match the files on my desktop. No extraneous huge files or anything. But there is an extra 7.2 GB somewhere on the website...

Thanks for getting back to me and for the screenshots, @ddschneider1972 ! I also removed some additional personal information included in your first image attached for security and privacy purposes. 
 
Moving on to your concern though, could you please confirm if your desktop app is running by checking if there is a Dropbox icon that should be next to your desktop's clock
 
If you don’t find one, it means that the desktop app isn’t running, so any changes you may have made in your Dropbox folder have not been synced to the website and other connected devices. To relaunch the app, click the Start menu > Programs > find and run the Dropbox app. 
 
If there is a Dropbox icon on your system tray, could you please send me a screenshot (without any personal info, once again) of what it reads when you hover over it?
