No, they do not. They have a call-back service for Business accounts which, if you have a business account, can be found in the admin console under Help.
I am having zero luck with their chat service just paid my bill and now I'm being told I only have 2GB of storage.
Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
