Getting messages that my account is full but it's not

I am getting messages that my dropbox is full. My account shows that I have the Basic plan and am using 3.7GB of 2 GB. How is that possible?

You're likely a member of a shared folder that has put you over your quota. You can see your usage and how it's used on your Plan page.
