So you should be able to send out as many referrals as you'd like, however there is a limit to how much space you can receive from referrals.
Can you check out the info at the top of this article here and let me know if you've reached the maximum space earned through referrals?
This could be the reason that you're not able to send any further invitations.

I've earned so far up to 22 Gb. When I invite one more referral, I received an error notice: "You've already sent the maximum number of invites". So how can solve this situation?
I dont belive you can - the limit is in place to stop people spamming others. The limit was massivley high (in the thousands if I remember correctly). Referrals are only supposed to be sent to people we know and not just randoms.
The only work around is to use your referral link and send that via your own email, just be cautious as if somebody reports you for spam you could lose all space or even your account

My apologies if this has already been answered, but I couldn't find the solution to my specific issue. I'd like cancel a few pending invites but I am not a Dropbox Business user, I just have a Plus account so I do not have a "members" button. Is there a way to still cancel the pending invites?

With the Business accounts, the invites that I believe you're referring to would be to invite members to join the team rather than referral invitations.
If you're trying to remove pending referral invitations, this isn't currently possible. However, can you let me know why you'd like to remove these invitations?

Unfortunately there isn't a way to remove these, however they won't prevent you from sending new referrals if you'd like to.
