You probably wont be able to get a refund, no, because the T&C's state that none are issued.
You can cancel, or attempt to, your card at https://www.dropbox.com/payments/find_receipt
From there you should be able to request assistance if needed.
Alternatively your bank should be able to help.

If it isnt working, however, there is an option on that page to contact billing support
yes, i have input all the information, and showed it is linked to an account that is not owned by me. it only have one choice to cancel the subscription... "login to cancel subscription"....
I have sent my problem to "Submit a Help Request"on 17DEC, but not response
Hi @priscacc, do you have the ticket ID from the automated email response when you submitted the ticket?
Otherwise, you can message support by logging into any account, clicking this support link, scrolling down to 'Submit a help request', and providing as much info as possible.
