I received an email about setting up my account, but I did that a while ago. It asked me to finish my setup. What gives? Did someone else create a new account in my name? How would I check this?

Could you try switching browsers to see if this helps? Otherwise, use incognito/private browsing mode without any extensions running, clearing your cache and even resetting your browser entirely.
Was the email address it was sent to the same address as the one you have already with Dropbox?
If so, then it’s possible that the email was sent out in error to you, since it isn’t possible to open an account with the same address on our system
