I received an email from Dropbox Legal, is this legitimate?

While the domain name and email address is legitimate, this sounds like a phishing email, since there shouldn't be any mail asking you download documents from another cloud provider.
I'd recommend forwarding the email to abuse@dropbox.com for the appropriate team to investigate, and not click on any buttons in the email itself.
