My account downgraded, even though I have paid through Apple. What can I do?

My account has been downgraded even though I have paid the bill through Apple. But I have no way of contacting them or speaking to anyone, so frustrating! How I am supposed to sort it out! I've paid for a full year and it is still hasn't reactivated.

Can you try these steps to see if that does the trick, and shows the upgraded plan for your account?
