Hi there @RyanHicke,
 
If your account is currently over/at the space limit, then you can delete some content to free up space. 
 
Please note that files that have previously been deleted and appear in your Deleted files page don’t take space in your account so removing these will not free up any space. 
 
You mentioned that you’re unable to download. If you are referring to your desktop app not being able to sync files, then freeing up some space in your Dropbox account will allow it to resume syncing.
