Refund of a subscription which i did not get

As the title states, i tried to upgrade my account and got an error message saying i have already payed for a upgrade on another account. This is true, but then the app says that i can't upgrade the account and it still charged me for something i did not recieve. So now i really don't know what to do cause Apple won't give me a refund and dropbox support is not answering. I just want my money back because i purchased something which i did not get, it is that hard?

Did you pay via iTunes and the App Store? 

 

If so the only people who can help are them I'm afraid
