My partner and I use dropbox. We share most everything. She just had to buy a terabyte of space because she got a message saying ran out of space. Now I'm getting the same message. Aren't we using the same shared space? We are not using anywhere close to a terabyte of shared space and again we share most everything.

No, you're not. Each person has their own space. When you share a folder, anything placed in it will be visible in each of your accounts, but that shared folder takes up space in each person's Dropbox account.
