Why can't I move files while I'm overquota?

My dropbox won't let me move files around because it says it is full and wants us to

upgrade to Dropbox Business.   I have deleted almost 100 files and it is still saying

full.  Why won't it let me replace the space I created with other files - or at least move from one folder to the next?

Initially, could you please check your available space by navigating to your Plan tab, where you can also see how much space is being used up by regular/shared content?

Initially, could you please check your available space by navigating to your Plan tab, where you can also see how much space is being used up by regular/shared content?
