i recently recovered my old email and i wanted to open my dropbox account and the change password email wasn't there and then i searched dropbox and found out that my account was removed in 2017 for being inactive i was wondering if i can recover it  please please

No, that's not possible. Once an account has been deleted, neither the account nor the files within it can be recovered.
