my free dropbox accouynt limit got downgraded a few years back, ive just tried logging onto it and it seems like the account has gone?
I have opened an account for my in-laws. It wasn't used for years and is still active. So I don't think so.

An inactive account will indeed be closed after a long period of time.
I'd suggest checking out this article for more info on this, and what actions would prevent "inactivity".
